It was a busy morning for Overstrand Executive Mayor Archie Klaas as he marked the end of his first 100 days in office on Monday, 25 August 2025. A key highlight in his diary was the handover of 72 title deeds for serviced sites in Mount Pleasant, located next to the sports field below the R43, to families eager to build their own homes.
These sites were allocated through the First Home Finance (FHF) programme, formerly known as the Finance Linked Individual Subsidy Programme (FLISP). This government subsidy supports first-time homebuyers with household incomes between R3 501 and R22 000 per month.
This ‘affordable’ or ‘gap’ market often struggles to qualify for mortgage finance, as their income is too high to be eligible for government free-basic housing programmes like RDP or BNG, yet too low to access traditional home loans easily.
Each serviced residential stand is linked to a plot-and-plan contract with home builders registered with the National Home Builders Registration Council (NHBRC).
The FHF subsidy amount varies depending on where your income falls within the bracket-the lower your income, the higher your subsidy. The subsidy ranges from a maximum of R169 264 to a minimum of R38 911.
The FHF subsidy can be used to:
- Cover a deposit when purchasing a property
- Pay for transfer and bond registration fees
- Reduce your loan amount, thereby lowering your monthly instalments
Waiting List
The Overstrand Municipality acts as the implementing agent for new housing projects on behalf of the Western Cape Department of Human Settlements.
To apply for housing in Overstrand, applicants must register on the Western Cape Housing Demand Database by visiting the New Housing Section and completing a Waiting List form. Registration can also be done via the Western Cape Government App (all supporting documents must be attached before the application can be approved)
Once submitted, the application is processed, and the applicant receives a unique reference number that remains valid until they are offered a housing opportunity. A printed client copy with this reference number is issued as proof of registration.
All supporting documents, such as identity documents, birth certificates, and any updates, are scanned and securely stored under the applicant’s identity number in an electronic database for easy access.
Applicants already on the housing list must remember to update their contact details at the New Housing office whenever changes occur. All updates must be done in person at the office.
